Introduction

Self-driving cars are products of the much-discussed artificial intelligence, and their origins can be traced back to the 1950s. Nowadays, with the further development of the artificial intelligence industry, more and more experts and scholars have begun to discuss the ethical issues and social challenges in the field of artificial intelligence. As a product of the artificial intelligence industry, the gap in the legal field of autonomous vehicles has caused various problems. The rights and interests of related entities are facing challenges. The Greater Bay Area Road Traffic Safety Seminar was held to discuss the future development direction and formulation principles of laws related to autonomous vehicles in the current absence of laws, and to provide suggestions and guidance for the further development of the autonomous vehicle field.

Currently, autonomous vehicles are facing several major legal issues. One is that the subject of the infringement is unknown, the other is the application of the principle of liability for the infringement, and the third is that the causality is difficult to determine. In addition, the lack of related supporting systems also makes the victims' rights and interests not adequately protected after the infringement incident occurs, which brings many tricky legal issues.

The Road Traffic Safety Seminar in the Greater Bay Area is a seminar organized by government departments. In the 2021 conference, the legal issues of autonomous vehicles will be discussed in depth. This meeting will invite government officials, experts and scholars, institutions, business units, public representatives and other parties to participate. After listening to the opinions of all parties, the draft opinions will be issued and submitted to the higher-level meeting for continued approval. The delegates will become members of the conference and draw up the most beneficial plan for the people they represent.

The presidium hopes to use this meeting to make delegates think deeply about the ethical and legal issues of artificial intelligence. Regarding the three legal issues facing autonomous vehicles, the presidium hopes that after referring to domestic and foreign regulations and policies, the representatives will put forward legal answers based on their own camps, and fill in the blanks for the legal issues of autonomous vehicles at the meeting.
